You can update some of the message settings on behalf of a member of the public, from the below steps:
Find the member, this can be either within a list of members, or as a search. You can search for a member, from the 'Members' section, on the Main Admin.
From there, you can use the search bar, to search for a particular account, using their account details, such as name, email address or postcode.
You can then edit their account details, from the icon pictured below.
From the edit option, you can access the full options from: full user editor, this may ask you to confirm that you wish to do this.
You can then scroll down to find the below options:
The message settings option allow you to set which communication methods the member can receive Alerts through, if those details have been added to the member's account:
You can also update the message types that the member has selected to receive as well, as below:
